Matt, Yes. I always suggest to my costumers to implment such configuration: Prod, Test (a staging from prod), dev and training servers. 60% of them accept (or are able to). Not so easy to use RDP with one license, then...;-)

You wouldn't necessarily need to use the RDP on the production machine, there is possibly more need for it on a UAT machine. If there are any sort of operational standards in place you wouldn't be making changes to production until it's been through dev/uat and therefore why would you want the tool licensed for production.
I agree you may want it for a uat machine, because you may want to investigate a fault/bug during uat on the uat machine rather than the dev machine, but you could do without it.
If you used a combination of database backups you could do with only the dev machine license, a little more tricky and complicated to put into practise though. You could even use the database backup swapping scenario to produce a cost benefit analysis for management to get the licenses for all the machines in the first place.
