I would separate your data into two imports: one for the records where you
want the Last-modified to change, and one where it should remain as is.
With the first one, import by mapping a static value ($TIMESTAMP$) to
Last-modified, and map the other with no change to Last-modified.

'Last modified date' is not changed by this action, as designed, maybee I
