Does Submitter have permissions to the Workflow which makes those changes?
I fell into that Rabitt hole recently =)

Where the permissions were set on the fields, but the permissions were not set
on the workflow;
therefore it did not work as any user which I logged in unless they were
Administrators.

a form, perform upload to Remedy User Central File, then delete of the
defaultvalue from the server, but the entry is still in the form. When ADMIN
perform the same, the operation is successfully performed. Submitter have
changeaccess to all fields in Remedy User Central File.

I am using remedys 'built in workflow', Tools/Manage/files/delete, so I have
not created any workflow,
