When a CHG:Change ticket has open CHG:Tasks associated with it that are still open, the system will allow the main ticket to be put in a Resolved status.

Is this something that is "broken" or missing? Shouldn't the main CHG ticket be forced to stay open until the tasks are closed?

There is workflow that will pop up a warning message
"CHG:CHG-ResolvedWithOpenTask02" but this is a filter and it doesn't stop the ticket from being resolved.

Claire,
I just encountered this. The filter only provides a warning but will let
you resolve the main change with open tasks. I changed the filter to an
error message to prevent this.
