That error message isn't listed in the Remedy Support knowledgebase. Could be MidTier wasn't installed correctly before installing Help Desk. Here's one way to test that MidTier is correctly installed:
1. Reboot the web server
2. Test that the JSP Engine by accessing the ServletExec Admin panel from the Start>Programs>New Atlanta>ServletExec 4.1 ISAP>ServletExec Admin icon
3. Test the Mid-Tier installation by opening the Mid Tier Configuration Tool using the Start>Programs>Action Request System 5.0 Mid Tier>Configure ARSYSTEM on Local Host icon.
Test from the local machine (following the instructions above) and then, from a non-local machine.
If that doesn't work, consider restarting the installation process and verify a good MidTier installation, then reinstall Help Desk.
