can you explain in more detail your problem? i don't understand, what should be so difficult to create thousands of requests in the system. also your request counter problem is not clear understood.
to your question about parent/child relationship:

first you have to get sure, if the parent and the childs are based on the same form or not. one form increases amount of data, because parent & child can store the same information. for the workaround (active links and filters) it's hard to say which version is best, because it hardly depends on your workflow

second (and in any way) you must store in each child the unique id (e.g. the request id) from the parent. this is necessary to find all childs from the parent or within the childs.
