I am current using a static compiled version of ARSPerl on HP-UX 10.2, but I need to port to an HP-UX 11.0 server ASAP. I'm hoping you can help me get there by answering the following questions!

1) do you know if there is kit with the statically compiled arsperl available for HP-UX 11.0? If so, where can I download from?

2) do you know where I can obtain the Remedy libraries for HP-UX 11.0 in the event that there is no already-compiled version available?

3) I understand from an (old) arsperl FAQ there there was and may still be an unavailability of the .sl format libraries for HP-UX 11.0. If this is still true, are there instructions that can be followed to reconfigure and recompile perl to include the ARS extensions that will work under HP-UX 11.0?

I'd say your best bet is to either write to the arsperl mailing list (subscription info is available at http://www.arsperl.org) or write directly to Jeff Murphy at jcmurphy@smurfland.cit.buffalo.edu and see if he can help you out.
