Quirk, problem or just inconsistency?

I have a control panel that is Display Only (D/O) and it in-turn calls
another D/O form. I have
buttons on both forms to Close.

With the first D/O from open I cannot access Shift F1 nor the Main AR User
Toolbar.

If I launch the second D/O from I still cannot access the Shift F1 function,
everything normal so far?

However, when I close the second D/O form, the Shift F1 functionality is
now available??

What gives?

If I can have it, I want it all the time !! Is this a bug or a feature?
