Last I knew, DSO licenses retailed for US$15K per server. Support rates and
your company's discount apply. There are no additional license costs for DSO
beyond that.
Whether you need to go DSO or even be involved with the other department's
plans brings up a more complicated set of questions, some of which are more
political than geek (and most of which are none of my business :-). For
example:
Would you benefit from communication with their proposed application?
Would they benefit from communication with your existing help desk app?
Do you have support and/or development responsibility for all Remedy
activity? Do you want the responsibility?
How much volume will the new app have?
How many licenses will they need?
What is their business justification?
Do they really need a whole new database, or can they just have another app
on your box?
I guess my point is that if it's not too big, it might be easiest to just
treat 'em as customers and start at the top of the development cycle. On the
other hand, if it is too big, you might be better off in a mentoring role.
I'd gather all the requirements before trying to assess the impact, then act
accordingly.

Yes I could get this information from Remedy (over time), but I want some
real world info here. We have a department that wants to implement
basically a whole new database on the Remedy servers. They want to do
Customer Service. Fine with me, but I am wondering if we should implement
DSO and have them get their own server and licenses to do this so that it
doesn't tax our current Support Center application (Helpdesk)? Also does
anyone have the DSO costs for one server?
