I ran into this problem a little while back but I am not too sure if it is
related to your problem. I got this error when I copied tirpc40.dll onto the
\WINDOWS\SYSTEM32 directory (I was using it for the ARSPerl extensions). It
came up with this error immediately. When I delete the file it worked fine.
At the time I was using a Remedy v3.2 server on NT4.
I guess you can get this message in many different circumstances.

version 4. We recently experienced the issue in year 2000 with the original
ARS 3.2.1 artime that it will not accept any date for any date for any month
beyond the 29 day!!!! I suspect only those fields where artime is being used
are affected by this error and from what you show here this is true. Don't
ask me how it got past Y2K testing.
Out platform is ARS 3.2.1 on HPUX 11.0 with Win NT clients.

Take Advantage of Business Time Functionality Built Within the ARSystem Server
More and more applications built with the AR System require calculations using business hours. To this point, calculating business
hours has required the use of an external program like artime. As of the 4.0.1 release of the AR System server, the functionality of
the artime program has been moved inside the AR System server and is a fully supported capability within the system.
This new functionality is available within the Set Fields and Push Fields actions of workflow. It uses the $PROCESS$ syntax to run
an "internal process" within the server to perform the calculation. No extra process is actually run, the operation is performed in-line
within the server. We do use the syntax of a process, but the commands are recognized and performed internally before the system
actually tries to run a process.
Remember, when used within Active Links, you MUST use the "run process on the server" syntax to direct the command to run
on the server. The active link will return an error indicating no such process if it attempts to run the command on the client.
There are two new special forms associated with this functionality -- Business Time Holidays and Business Time Workdays. You
use these forms to define one or more holiday or workday schedules that can be referenced within the new commands. The forms
contain fields with IDs that are recognized by the server. The name of the forms can be changed as desired. It is important not to
make copies of these forms as the server will not be able to find the correct form for finding holiday and workday schedules.
NOTE: There are several key differences between these commands than the process artime:
There are not as many command line options (i.e. no ability to set open days on the command line)
The default business hours are 0:00 to 24:00 instead of 8:00 to 16:00 if you don't specify a workday (default to 24
hours per day)
The default open days are EVERY DAY instead of closed on Saturday and Sunday (default to 24 x 7)
The syntax of the two commands are as follows. Note that the command line arguments are positional. You can omit trailing
arguments. However, if you want to set a later argument, you must supply the arguments that come before the one you want to set.
Also, note that the command name is case-sensitive.
Application-Bus-Time-Add startTime offset offsetUnits holidayTag workdayTag
Perform a business time calculation by starting at the startTime and resulting in a new time that adds the requested offset. The
return is a timestamp representing the time calculated. StartTime is required. Other fields are optional and will default if not
provided.
StartTime - starting time to which to add business time.
Offset - amount of time to offset the start time by. If not specified, defaults to 1. 0 can be used to indicate return the
startTime if during working hours or startTime shifted to the closest working hour.
OffsetUnits - unit of time. It can be set to 1 for seconds, 2 for minutes, 3 for hours, and 4 for days. Any other setting
will revert to hours (3).
HolidayTag - tag indicating which entry in the Holiday schema contains a definition for the holiday schedule to use
for this calculation. Omitting this value specifies no holidays.
WorkdayTag - tag indicating which entry in the Workday schema contains a definition for the work schedule to use
for this calculation. Omitting this value specifies open 7 days a week, 24 hours a day.
Application-Bus-Time-Diff startTime endTime holidayTag workdayTag
Perform a business time calculation by computing the difference between the startTime and the endTime. The return is an integer
representing the difference. StartTime and endTime are required. Other fields are optional and will default if not provided.
StartTime - starting time of the interval of which to calculate the difference.
EndTime - ending time of the interval of which to calculate the difference.
HolidayTag - tag indicating which entry in the Holiday schema contains a definition for the holiday schedule to use
for this calculation. Omitting this value specifies no holidays.
WorkdayTag - tag indicating which entry in the Workday schema contains a definition for the work schedule to use
for this calculation. Omitting this value specifies open 7 days a week, 24 hours a day.

Here is a document describing the new business time functionality, as well as installation procedures, debugging tips, and known
issues. Also available here for download are the templates (bustime.def): Windows and UNIX containing the new workday and
holiday forms. To uncompress the file, you will need a utility such as winzip or uncompress command for UNIX.
Save this into your local drive | Launch Remedy Administrator | Open Server Window | Select the server you wish to import to |
Click on Tools | Select Import Definitions | Locate the file from the pop up window | Click on Select All Files from the lower left
hand corner and click on Import.
All that is required is to install the forms, create the command, and you are up and running with the new functionality.

Hi,
In ARS 4.0x, if you have 4.0 servers and 4.0 clients in different timezones
using different time formats, you will need to set the ARDATE variable on the
server to standardize the format of the date to ARTIME and Business Time. The
ARDATE format should match the server's format. Despite what the client's
format is set to, the ARDATE format will override for server processing. This
does not affect the format of the date in how a client tool shows a date/time
field value.

I found out that some filters were running artime on "c:\remedy\unsupported"
and some were running on "c:\remedy\apps\comdesk\bin".
The ones that run artime in "unsupported" directory (file size 69.x kb) run
fine, where as the ones that run artime under the "apps" directory (file
size 70.x kb) generate error 38. After replacing the good one with the bad
one, I have no more errors.
Try copying the entire artime command line from filter/escalation log and
then running it by pasting it in a DOS window (make sure you do this right
on the server) to see which one works.
This problem suddenly began today . I think some version of artime has
problem with "1/31/00".
Another solution may be using "Application-Buss-Time-Diff" (I think I got
the right syntax) if you are on 4.x OR downloading 4 version of artime, if
you are on 3.x (I was told that 4 version of artime works fine with 3.x
server, because artime simply performs some calculations without
communicating with server).

support is no help. We have disabled our filters for now and will wait till
tomorrow to see if it was because the date is 30/31. HAve you applied patch
689 ? That is supposed to deal with these issues.

I was told few minutes ago that artime released in March 99 is free of this
problem. I am not sure where you get this version. You can try downloading
what's in application gallery. Presumably, that's the latest one. Then you
can experiment on DOS command line (or unix prompt) by using the new artime
with the parameters that generate the error in your existing artime.
If you are in 4.x, try using the alternate "Application-Bus-Time..."

who are/were having this problem got my email that I sent back with the link

I can send you the version I have (server 3.2.1 in NT) that appears to work.
I was told few minutes ago that artime released in March 99 is free of this
problem. I am not sure where you get this version. You can try downloading
what's in application gallery. Presumably, that's the latest one. Then you
can experiment on DOS command line (or unix prompt) by using the new artime
with the parameters that generate the error in your existing artime.
If you are in 4.x, try using the alternate "Application-Bus-Time..."
