Suppose this is possible using ordinary web techniqe and API code, or is it
neccessary to buy Javaclient/or Remedy Web ?

Yes, it is possible. I've created Web forms then using armaild, behind the
scenes, created mail templates to create tickets. You can view them using
email or direct/ODBC connection, but I wouldn't recommend updating without
the use of Remedy Web or JavaClient. Remedy is very particular about format.

We developed a small version using ARSPerl and CGI. People logged their
ticket with the helpdesk, and could also check the status of the ticket on
web.
