I accidently deleted a record today. I thought I was logged in as a regular user and was testing, but was logged in with the admin account.

Is there away to insert the record back with the old Request ID? I know i'll loose all the diary fields and such but it is important that the record has this same Request ID.

Yes you can import the record or use DSO if this record exist on another servoer connected by DSO...

We do not have DSO. So if I export a record and change the information to match the deleted one, and import it, it will import as the record that was deleted with the same Request ID?

Yes, but you have to specify the right import option.
