Dan,
It looks like the communication to your DB server is established but poor at times.
Is that a remote database? If so hows your network - maybe you have network problems...
Do you have limited number of DB user connections open? Is the DB server used by other applications which might be exhausting the number of user connections to the server?
Do you get random errors like that when trying to connect to the Oracle server via SQLPlus or any other DB client that you might be using to run your SQL directly to the database? If you do it would possibly mean that the number of available user connections to the database is restricted - find out how many user connections have been configured and recinfigure that value... Each thread uses a user connection to the DB, so if the number of ARS threads is higher than the number of available user connections to the DB you could possibly see errors like that..

Yes 9.2.0.5 client. FYI: My DBA said there are known problems with 10.1 so you may want to bump up to 10.2.0.1.0 (we did a couple of weeks ago and I haven't seen any problems from it).
