If it's only for your site, there are several tools to gate mails to
newsgroups and vice versa. INN (widely used Unix news server software)
for instance includes the required software.

OTOH, there are mail readers with the same functionality and comfort,
that some news readers provide.

Creating a regular Usenet newsgroup is a complicated process, see
news.admin.* and news.newusers.* for details.
